Palau Vistor's Authority Names New Managing Director


Palau Visitors Authority (PVA), the official tourism bureau of the destination of Palau, Micronesia, has recently appointed Mr. Marvin Ngirutang as the Managing Director for PVA.

Most recently, Mr. Ngirutang was the Deputy Chief of Mission for the Manila’s Palau Embassy.  Additionally, he has held the following appointments throughout his career:
Charge d’Affairs for Palau Embassy Taipei; Deputy Permanent Representative for Palau Mission to the United Nations; and Minister Counselor for Palau Embassy, Washington DC.
            Mr. Ngirutang attended University of Hawaii where he earned his Bachelor of Arts degree in Political Science.  He also attended England’s Birmingham University to earn his PGD in International Relations and England’s Oxford University to earn his Fellow on Law of the Sea.

Notice to the Public: Republic of Palau Approves Import Tax on Tobacco Products

On July 31, 2013 Tommy Remengesau, Jr., President of the Republic of Palau, approved RRPL No. 9-7 to amend section 1301 imposition of import tax, as follows:  “Every person who imports into the Republic (of Palau) any products, regardless of purpose, such as cigarettes, shall be assessed and levied and shall pay taxes at the following rates:
(1)  Cigarettes: from the effective date of this Act to December 31, 2013 - $2.00 and from January 1, 2014to December 31, 2014 - $3.00, and from January 1, 2015 onward - $4.00 per 0.17 kilograms (approximately .06 ounces), which is the weight of a pack of twenty (20) cigarettes two inches in length, not including filter; provided that persons arriving in the Republic by common carrier may bring in up to one (1) pack of u to twenty (20) cigarettes without taxation;
(2)  All other tobacco products, other than cigarettes, including any products consisting of or containing the processed leaves of plants from the genus Nicotania or species tobacum used for smoking, chewing or a snuff, and including all products, which contain tobacco in any form in an amount that is more than an incidental ingredient or component and that is intended for human consumption and may include all parts and materials, such as filters, rods and similar matter - $2.00 from the effective date of this act to December 31, 2013, $3.00 from January 1, 2014 to December 31, 2014, and $4.00 from January 1, 2015 onward per 0.17 kilograms (approximately .06 ounces) for cigars, pipe tobacco, chewing tobacco, or loose smoking tobacco; provided that persons arriving in the Republic by common carrier may bring in either one (1) cigar or three (3) ounces of pipe tobacco, chewing tobacco, or loose smoking tobacco, without taxation.

Palau, Micronesia Features New Helicopter Service


Palau is home to another new helicopter tour operator, Rock Island Helicopters, which operates a Bell 206 jet Ranger helicopter out of Malakal. Palau veteran pilot Matt Harris is at the helm.
Rock Island Helicopters offers 20, 40, and 60 minute scenic flights, as well as special charters for photography and wildlife surveys. There is no extra charge for doors-off photography charters.

Palau, Micronesia Has Over 235 Manta Rays

According to one of Palau's eco-tourism partners, Etpison Museum, this Micronesian destination is home to at least 235 different manta rays, which have been recently photo identified as of June, 2013. All of the Palau belly IDs, dramatic photos and information on Palau manta rays can be viewed on the newly updated www.mantaIDpalau.org website, one of the ongoing awareness projects of the non-profit Etpison Museum.

The museum will continue to work with different states in Palau in the next few years to identify new manta feeding and cleaning sites and make suggestions for site management. The project only uses non-invasive survey methods like time-lapse cameras, snorkeling, diving and helicopter surveys to learn more about the mantas movements around Palau's reefs and identify new potential tourist sites.

As of June 2013, the Palau Project has joined with the Manta Trust organization (www.mantatrust.org), whose worldwide efforts on behalf of manta rays will now include Palau and give the destination access to the latest research and manta ray experts and scientists around the world. Local partners assisting the Palau Manta ID Project include the Palau Pacific Resort, the Palau Conservation Society, the Coral Reef Research Foundation, Rock Island Helicopters and Neco Marine.

Palau, Micronesia Has A Host Of Options For Adventure Seekers

Scuba Diving

Jellyfish Lake

Jellyfish Lake, where two types of jellyfish can be found, namely the golden jellyfish (known as
Mastigias) and the moon jellyfish (known as Aurelia). This intriguing lake departs radically from
convention for it is an enclosed body of water wherein, over the course of millennia, resident
jellyfish have become virtually stingless, allowing adventure seekers a rare opportunity to swim
amongst these truly unique water creatures.
Jungle Riverboat Cruise
More recently. the Jungle River Boat Cruise made its debut as one of Palau’s eco-friendly modern tours, providing visitors with an ideal way to relax and see nature firsthand. Located in Ngchesar State, the River Boat Cruise is the brainchild of Billy Takamine, taking passengers on a one hour trek that starts at the main dock and goes upstream to the ocean. During the tour, visitors get a chance to see crocodiles up close and personal as well as many indigenous birdlife and other local animals.  The River Boat Cruise facilities include a gift shop and two “summer houses” resembling Palauan bais’. The facilities offer barbeque set lunches with entertainment, basket weavings and a Babeldaob (capitol) tour.  The focus is on guides that transport guests through the local history, culture and nature.
Palau Eco Theme Park
While Palau is famous as a premier destination for underwater thrills, the destination is also home to a new sky adventure with a three-course zip-line soaring over the Taki Waterfall Park in the State of Ngardmau. Opened two years ago, the Palau Eco Theme Park boasts a whole new brand of adventure to this Micronesian paradise.  The theme park features a zip-line course that soars 250 feet above the ground, with platforms that take adrenaline seekers from 30 seconds to one minute along the length of courses that are between 300 meters and 340 meters, which is said to be one of the longest tracks in the world. 
The Milky Way
A special cove the locals call the “Milky Way,” the bottom of this little bay consists not
of sand but of white limestone mud, which gives the water a milky sheen. Rumored that the mysterious chalky mud makes an excellent rejuvenating facial, guides dive off before the boat
is even anchored, head down to the floor of the cove and return with a huge handful of the white
muck, for which they instruct their passengers to cover themselves. After soaking in the sun,
while the clay dries and the minerals work their magic, it’s time to jump in, rinse off and relish in
the natural body scrub that is said to garner hundreds of dollars in some of the world’s best spas.
World War II “Museum”
Known to many as the location for the bloodiest battles of World War II, history buffs will appreciate Peleliu’s plethora of commemorative elementsAvailable year-round, Palau’s World War II/Peleliu Excursion is an integral part of Palau’s truly unique history, rounding out the varied interests and attractions found within the destination’s natural “habitats.”  Palau’s Peleliu Island was the scene of one of the Pacific's bloodiest battles when U.S. Marines made an amphibious assault on the beaches of Peleliu in 1944 to liberate the island from Japanese forces. Peleliu was heavily fortified with massive concrete bunkers and over 300 man-made and reinforced natural caves used to shelter the Japanese forces during massive naval bombardments prior to the assault. Palau's New Diving Hall of Fame Recipients


Palau’s Fish ‘n Fins Dive Shop is proud to present two inductees to the prestigious Scuba Diving Hall of Fame. 
Mr. Francis Toribiong, (aka “Mr. Dive Palau”) was inducted into the Scuba Diving Hall of Fame in 2010 for his pioneer diving in Palau, discovering many famous dive sites and WWII wrecks. Additionally, Fish ‘n Fins’ proprietor Tova Harel Bornovski was just inducted into the Women Scuba Diving Hall of Fame in 2013 as the founder of the Micronesian Shark Foundation and for her work with Shark research and education. Toribiong originally opened Fish ‘n Fins in 1972 and subsequently passed the reins of the business to Bornovski and her husband Navot in 1998.
  Fish ‘n Fins Dive Shop is the only dive shop in Palau (probably the only dive shop in the world) to showcase this recognition of pioneering and exploring Palau’s dive sites and WWII wrecks, as well as dedication to Palau’s famous shark population.  As a matter of fact, Fish ‘n Fins Dive Shop is continuing to explore additional new dive sites with the assistance of its new helicopter that provides an aerial overview of the reefs.

Palau Visitors Authority, along with seven local tourism industry operators, attended the Marine Diving Fair that was held in Tokyo, Japan from April 5th to 7th 2013. The Marine Diving Fair is an annual consumer show that attracts avid divers and leisure travelers alike from all over Japan in search of preferred exotic and naturally pristine destinations, such as Palau, for their next vacation trips.

PALAU'S PRESIDENT PROPOSES NEW MARINE SANCTUARY


Palau's President Tommy Remengesau has proposed banning all commercial fishing in the Pacific nation's waters to create one of the world's largest marine reserves, covering an area roughly the size of France.
President Remengesau, who was elected last November, says a commercial fishing ban could help Palau earn more money from tourism than it currently gets from tuna fleets.  He says his vision is for an area "so well protected" that Palau would become the world's largest marine sanctuary.
"No longer will Palau be merely a shark sanctuary, it will be a sea sanctuary that protects all marine wildlife within Palau's exclusive economic zone (EEZ)," President Remengesau said.
Palau won international acclaim when it created the world's first shark sanctuary in 2009.
Palau's EEZ covers almost 630,000 square kilometers of the northern Pacific, including world-renowned scuba diving and snorkeling sites.
The nation of 300 islands, with a population of about 21,000, has generated negligible revenue from foreign fishing vessels plying its waters.
However, Palau has only one ageing patrol boat and President Remengesau has conceded enforcing any commercial fishing ban will be difficult.
Natural Resources Minister Umiich Sengebau says Palau earns about $5 million a year from the fishing industry, with about $4 million coming from tuna fishing, which is dominated by vessels from Japan and Taiwan.
"The president feels that Palau is short-changed," Sengebau said.  He commented that Palau licensed a total of 129 foreign fishing vessels in 2010 but Pacific island nations received only a fraction of the income generated by tuna captured in their waters.
President Remengesau said the Asian Development Bank estimated the global tuna industry was worth $4 billion a year and only nine per cent went to Pacific nations, where most of the fish are caught.
"Revenue received from commercial fishing licences and taxes from commercial fishing is a drop in the bucket compared to the profits made by large fishing companies," he said.
"An EEZ-wide no commercial fishing zone would mean that only sustenance fishing by Palauan residents and tourism-related sport catch-and-release fishing would be permitted."
President Remengesau said the proposal is in its early stages and the government would look at alternative revenue sources before implementing it, particularly tourism.  "Some of that revenue will be recovered simply through the increase in tourism that results from the incredible marine biodiversity that will be protected by our sea sanctuary," he said.

Prince Albert of Monaco in Palau


Last 11th of March, Prince Albert of Monaco and his wife, Princess Charlene, came to visit Palau as part of their Pacific Tour.

Etpison Museum, with NECO Marine dive shop as one of the local sponsors, runs an education program called "Palau Dugong Awareness campaign" with main goal to educate Palauans about the dugong, Palau's most endangered marine species, survey their feeding grounds and daily routes, and work with local government agencies to improve enforcement on illegal poaching. Indeed, Palauans still hunt and eat dugongs, and poaching remains a problem despite of local laws protecting the dugong.

One of the activities undertaken in 2011 was the publication and distribution to local schools, libraries, and government agencies of an educational booklet about these endangered mammals. In 2013, with founds from the Principality of Monaco though the United Nations Environmental Programme, a new kids booklet as well as posters were published for all 7th and 8th graders in Palau.
The distribution of those booklets to local schools  coincided with the visit of Prince Albert of Monaco and his wife, Princess Charlene, to Palau.
Prince Albert, known for his conservation efforts and donations, handed out those booklets to the kids  and made a speech announcing the importance of protecting this rare marine mammals, especially in Palau where there is a very small and isolated dugong population, with possibly only a few hundreds  animals. 

PALAU SHARK WEEK 2013 WAS A HUGE SUCCESS



The recent 2013 Palau Shark Week attracted over 70 divers from all over the world to take part in Fish ‘n Fins’ fascinating week of encounters.
Great shark dives in both new and classic dive sites were the highlights of the week as well as captivating evening presentations, which showcased a diversity of shark experts, including Dr. Meekan of AIMS on the Micronesian Shark Foundation research update, Tova Harel Bornovski of the Micronesian Shark Foundation on Shark school education in Micronesia, Adam Baske of  PEW Charitable Trusts on Illegal fishing, Kate McKay of Melbourne Aquarium, and Michael Janssen of PADI on Project AWARE and shark conservation efforts.  
The Micronesian Shark Foundation debuted a documentary of a scientific Expedition to South West Islands of Palau and the grim effects of illegal fishing on these reefs.

Visit by His Serene Highness Prince Albert II of Monaco

His Serene Highness Prince Albert II of Monaco recently made his first visit to Palau.  On Monday, March 11, 2013, the Prince and his delegation met with officials from Palau.  On the day of their call the Prince and Princess, Her Serene Highness Princess Charlene Lynette of Monaco, were escorted from their yacht by a kabekl, a traditional Palauan war canoe, to a dock in Koror. From  there  they  proceeded to the capitol building in Melekeok where the Prince met with His Excellency President Tommy Remengesau, Jr..The meeting between the heads of state was followed by an address from Prince Albert II to Palaus congress and traditional chiefs.

During his address, the Prince noted the considerable similarities between Palau and Monaco, especially each countrys commitment to the protection of marine resources.  In recognition of the friendship between the Prince and Palau, the OEK made Prince Albert II an Honorary Citizen of the Republic of Palau through House Joint Resolution No. 9-13-1S.


After his congressional address, the Prince, who is a well-known activist for ocean protection, and his delegation continued on to Melekeok Elementary School where they distributed books and educational materials about the importance of protecting Dugongs.   The materials were published for Palaus Dugong Awareness Campaign made possible by a grant from the United Nations Environment Program which receives funding from Monaco.

The Prince finished his official visit by attending a dinner at the Palau Pacific Resort with President Remengesau and other guests from Palau and Monaco.  During the dinner President Remengesau gave a speech acknowledging the Prince’s dedication to ocean conservation. President Remengesau also announced that he will introduce legislation to ban commercial fishing within Palaus Exclusive Economic Zone and requested the Prince’s partnership in the effort to undertake this unprecedented conservation measure.

In his remarks, the Prince indicated his support of President Remengesau’s initiative and stated, This is a huge initiative and I think it will be such a shining example for other countries. I not only commend and congratulate you but we are so proud to be at your side in Monaco for this initiative and we hope to help you carry it much further.”  To conclude the events of the day President Remengesau wished Prince Albert II a happy birthday as he will be celebrating his birthday during his stay in Palau.
